आमतौर पर, जब COVID-19 के मामले बढ़ते हैं, तो लॉकडाउन लगाने की संभावना बढ़ जाती है। पिछले साल, 2022 के अक्टूबर में, देश में संक्रमण का आंकड़ा था 30,459 जो रोजाना के मामलों की उच्चतम संख्या थी। हाल ही में, जुलाई 2023 में, यह आंकड़ा घटकर 7,532 प्रतिदिन पहुंच गया। हालांकि ये आंकड़े काफी आश्वासन देते हैं, विशेषज्ञों का मानना है कि एक और लहर की संभावना से इंकार नहीं किया जा सकता।

सरकार की रणनीति

सरकार ने COVID-19 से मुकाबले के लिए कुछ अहम कदम उठाए हैं:

  • टीकाकरण अभियान को और व्यापक बनाने की कवायद जारी है। रिपोर्ट के अनुसार, देश में अब तक 1.2 बिलियन खुराक लगाई जा चुकी हैं।
  • टेस्टिंग क्षमता को बढ़ाकर प्रतिदिन 2 मिलियन करने की योजना बनाई जा रही है।
  • नए वैरिएंट्स की निगरानी के लिए विशेष प्रयोगशालाएं स्थापित की जा रही हैं।

लॉकडाउन: हां या नहीं?

अब सवाल यह उठता है कि क्या लॉकडाउन लगाना एक प्रभावी उपाय साबित होगा? लॉकडाउन के दौरान, भारतीय अर्थव्यवस्था को 23.9% की गिरावट का सामना करना पड़ा था। लाखों लोग बेरोजगार हो गए और असमानताएं बढ़ गईं। लॉकडाउन की फिर से वापसी शायद कुछ क्षेत्रों में आकस्मिक समाधान हो सकता है, लेकिन आर्थिक और सामाजिक पहलुओं पर इसका मारक प्रभाव पड़ेगा।

यह भी देखने की बात है कि राज्यों की अपनी-अपनी नीतियां कितनी कारगर होती हैं। महाराष्ट्र और केरल जैसे राज्यों में स्थानीय स्तर पर माइक्रो-लॉकडाउन की रणनीति ने कुछ हद तक संक्रमण दर को नियंत्रित किया है। तो क्या यह साबित करता है कि अखिल भारतीय स्तर पर लॉकडाउन लगाने की जरूरत नहीं है?

क्या अफवाहें और क्या हकीकत?

तो, क्या भारत में लॉकडाउन लगने वाला है? शायद नहीं। या शायद हां। इसे समझना वैसा ही है जैसे आसमान में बढ़ते काले बादलों को देखकर बारिश का अंदाजा लगाना। हम सतर्क रह सकते हैं, तैयार रह सकते हैं, लेकिन यह तय नहीं कर सकते कि बादल सच में बरसेंगे या नहीं।
